Charnwood Borough Council Charnwood Borough Council is one of seven Leicestershire districts located around the City of Leicester. It sits centrally between the three cities of Nottingham, Leicester and Derby. Charnwood is at the heart of the country and is well connected with excellent access to both the M1 motorway to the west and East Midlands Railway Line to the east. The largest settlement is Loughborough, with a number of other small towns and villages across 27,906 hectares, and a population of 171,000, making Charnwood one of the largest borough councils in the country. The borough is made up of 28 wards, and there are 52 local Councillors. There are also 14 county council wards, each with a single county councillor. The breakdown of the borough council is 41 Conservative councillors, 9 Labour councillors, one Liberal Democrat councillor and one independent member. In addition there are 27 parish/town councils which cover a range of functions, often in partnership with the borough council. There is no separate town council for Loughborough. The borough council has delegated executive decision-making to a Cabinet of nine councillors. Currently this comprises; a Leader, a Deputy Leader and seven other councillors, each of whom acts as the ‘Cabinet Lead Member’ for a particular area of the Council’s activities. The Scrutiny process is organised through a Scrutiny Management Board and three Scrutiny Committees. The Council is led by a Chief Executive, and the organisation has three Directorates, each overseen by a Strategic Director, who make up the Senior Management Team (SMT). There are 10 service areas across the Council each managed by a Head of Service, these comprise the Corporate Management Team (CMT). In addition to direct service provision, the Council also has some key partners delivering outsourced services, as follows: Capita – Revenues and Benefits Serco – Refuse Collection, Bulky Waste and Street Cleansing Idverde – Parks and Open Spaces Fusion – Leisure Centre Management
